I agree with previous answer that Pimsleurs and Michel Thomas Spanish courses are good.
Both of these courses makes you start speaking very very soon. They teach grammar too. Pimsleur has scientific methodology that is based on several pillars that we need hear a word repeated in particular intervals to learn it, as well as we need to recall the word from our memory before we hear it during the lesson etc.
The only problem with both courses are that they are only audio based. It means you will not learn how to write and will not be able to correct your own pronunciation.

I you want to learn all aspects of Spanish – writing, reading, speaking, grammar and pronunciation, and not just learn some useful tourist phrases, then I suggest Tell Me More Spanish. It is voted by many users as the most comprehensive Spanish program. It has many features, including voice recognition, interactive videos, audio, culture lessons. In short, it has almost everything you could imagine. It also has additional online lessons. It is not the cheapest program, but it is still less expensive than Rosetta Stone, but I think it offers much more value.
Another good thing is that once you start with Tell me More you can progress up to the advanced level. Most of the other programs are for beginners only.
I suggest to try free demos or free lessons before you buy any of the programs.
